The research Monitor Integral (Local) Policy concerning Drugs is complementary to the previous research of the research groups under the direction of professors De Ruyver, Ponsaers and Decorte about the phenomenon of drug-related nuisances (Drugs and nuisances. A study of the phenomenon, control and effects of drug-related nuisances from various standpoints).
It appears from the results of this research that there is a gap concerning the detection of nuisances in general, and drug-related nuisances in particular. Accordingly to these establishments, we opted in a second research, the Metan research (Meta-analysis of the impact of local projects concerning nuisances) for the development of a range of instruments to provide against this shortcoming, the so-called Monitor Integral (Local) Policy concerning Drugs. The purpose of such a monitor is to receive signals that enable the local authorities to adapt a policy or to develop a project in order to limit the social nuisances related to the drug phenomenon. The monitor must enable to detect the gravity of nuisances and to control the policy that exerts an influence on drug-related nuisances.
This research wants to improve the Monitor Integral (Local) Policy concerning Drugs, to apply it concretely in the pilot cities/municipalities and to develop it into an instrument that is universally applicable in all cities and municipalities of Belgium. The research takes place in two research itineraries, one being devoted to Flanders, the other to Wallonia.
In a first phase, the research relates to four research locations, whereof two cities/municipalities in Flanders and two cities/municipalities in Wallonia. The Monitor Integral (Local) Policy concerning Drugs, developed within the Metan research, is at the same time tried out on feasibility and implementation possibilities within the present project. This confrontation takes place with the help of a screening of the Dutch, French, Anglo-Saxon and South-European literature. Finally, an identical version of the Monitor Integral (Local) Policy concerning Drugs in Dutch and in French is elaborated.
The second phase consists of a first application and the analysis of the Monitor in the four selected research locations.
The third phase of the research includes a partial report of the two research itineraries. A process evaluation of the Monitor will take place, and on this basis a possible improvement of the instrument will be executed.
The fourth phase consists of a second application of the Monitor Integral (Local) Policy concerning Drugs in the four selected research locations.
In the fifth and last phase of the research, we report the results of the research of this second application, and we pay the necessary attention to the process and product evaluation. Finally, the results of the research will be inserted in a final report.
