Research project DR/30 (Research action DR)
In order to reach a diversified policy concerning drug related crime, it is important to gain sight upon the part of drug related crime in different forms of crime. Currently there is no elaborate method at hand, to visualize the portion drug related crime in Belgium. This problem was confirmed in 2001 by the Policy note of the federal government on the drug issue.
This research will try to make visible quantitatively what the proportion is of drug related crime in the totality of registered crimes: this will be examined through the study of judicial files. The contextualisation hereof is based on self report research methods, being interviews with drug users and prisoners. In the interviews questions will be asked regarding the background and the significance of drug related crime.
The project’s first task consists of turning the phenomenon of drug related crime into an operational concept by screening the national, European and international literature. By means of this literature study, it will be examined whether the classical three partition of expressive crime, acquisition crime and consensual crime can be fine tuned.
The second task includes the development of a replicable method for measuring the drug related crime in Belgium. The method will be adjusted and completed by means of a first measurement of the phenomenon. The method consists of two parts, namely a quantitative part and a part in which use is made of self-report methods. Both parts are based on a literature study concerning the research method and the draft of a script for the fluent application of the method.
After that the first measurement of the phenomenon will take place. After the processing and analysis of the data coming from the study of judicial files and the self-reports, a script will be developed on behalf of the replicability of the method.
The third and last task consists of the elaboration of policy recommendations for the development of a differentiated policy in the area of drug related crime. These recommendations will be included in the integrated final research report.
