OSTC, Flemish Community, French Community, Walloon Region, Brussels Capital City Region.
The programme provides for:
- the establishment of a communication network for research using, in an initial phase, the already-installed networks;
- the development of a policy with regard to power computing on the basis of the existing development centres;
- the development of programmes of accompaniment in the area of technical assistance to researchers;
- advanced informatics support for research.
The programme's various action lines must make it possible:
- to give the country a communications infrastructure which satisfies the needs of the scientific community;
- to intensify the use of the supercomputers already existing in Belgium;
- to encourage the formation of a competent personnel who in the future can form the basis for the creation of scientific centres of excellence and who can also expand outwards into the private and public use sectors;
- to support generally the co-ordination and collaboration of the research teams in the information technologies sector;
- to improve the scientific bases of certain generic technologies, making it possible at the same time to reduce the complexity of the computer systems and better meet the foreseeable needs in the medium term of various categories of users of such systems.
The network strand will give all scientific users to access the supercomputer centres but also, more generally, make it possible to improve the communications among the country's research units. The information transmission capacities will evolve progressively, increasing from 64 Kbit/sec to 2 Mbit/sec and more.
The network will be integrated into the European (COSINE project within the framework of EUREKA, supported by the EU) and global networks.
At the same time, with regard to power computing, another strand of the programme is designed to stimulate scientific applications on supercomputers. It involves more than forty teams from 15 university and scientific institutions and notably covers the following fields:
- climatology;
- molecular dynamics;
- nuclear physics and plasma physics;
- quantum chemistry;
- electronics;
- mechatronics;
- fluid dynamics;
- econometrics;
- etc.
Finally, the informatics strand of the programme focuses on several top priorities determined as a function of the national scientific potential, the needs of users and the geo-socio-economic position of the country within the European context.
This strand of the programme covers the following areas:

- reliability and safety;
- man/machine dialogue.
