The programme ties in with a context in which standardisation is increasingly dependent on European, even international, decisions. It will make it possible to bolster scientific potential and sensitise scientists and professionals to support standardisation work.
A number of European statements have been made urging the Member States to take action to make their respective national standardisation bodies more able to observe the common rules of the European standardisation bodies to which they belong and to participate effectively in European standardisation work. The actions making up this programme thus have the following aims:
1. to stimulate standardisation in Belgium, to make scientific and professional circles more aware of the merits of standardisation as a factor of
a. competitiveness within the framework of the Singled Market for producers;
b. rationalisation of services and lower operating costs for public and private services; and
c. safety and quality for users and consumers.
2. to assess standardisation’s socio-economic impact.
The programme revolves around the following three strands of action:
Strand A: Review of standardisation and certification in Belgium and Europe
The aim of this strand is to determine the action required for supporting standardisation work in Belgium more effectively, especially with a view to bolstering Belgium’s position in Europe. The results of the call for expressions of interest in this strand will constitute a reference for carrying out the actions in Strands B and C and will complement the data provided by the Belgian Standardisation Institute (BSI) and relevant departments for this purpose.
Given the context of the need for answers to today’s socio-economic challenges, this call for expressions of interest is for appraisals to:
- identify the areas in which Belgium should step up its standardisation efforts;
- analyse:
a. the impact of standardisation on industry and the economy and population in general;
b. standards’ contributions to new laws and regulations; and
c. industry and the service sector’s successes and failures in changing to adapt to European standards and more generally as
concerns their overall standardisation policies.
Strand B: Pilot projects
Generally speaking, the aim of this strand is to prepare for and bolster the ability to design scientifically and technically proven methodologies. In particular, the pilot projects must make it possible to validate the R&D solutions that are developed, so as to facilitate the implementation of standards and norms, and to work out better measurement and testing methods, which are required for developing and applying European standards.
The programme thus plays a role in two stages of the process linked to standardisation, namely,
- upstream, by stimulating the research that will lead to technical specifications likely to be adopted as European pre-standards by the European standardisation bodies mentioned earlier (CEN, CENELEC, ETSI); and
- downstream, by amassing scientific potential to develop appropriate certification tests for products and services. Ideally, this potential will take the form of a network of university and non-university laboratories.
Strand C: Promoting standardisation
This strand comprises various actions to sensitise and inform the country’s scientists, industrialists, and public and private sectors better of the advantages of standardisation and to stimulate participate in the various activities concerning standardisation. This strand supports the BSI in accomplishing its first task, that is to say, to disseminate standardisation information, through a range of activities, i.e.,
a. an active awareness-raising forum throughout the programme that focuses on the large group of entities concerned by standardisation, that is,
- industrialists and service providers;
- university centres (in order to trigger interest in standardisation-related research);
- government administrations;
- workers’ and trade organisations; and
- consumers’ organisations.
b. a platform of experts to keep the link between standardisation bodies and users alive by means of the following:
- participating in the activities of the various European standardisation bodies (CEN, CENELEC, ETSI, etc.);
- providing back-up for and consulting users (SMEs, consumers organisations, etc.) so as to enable them to have some influence on the establishment of (European) standards.
This strand is also seen as supporting the interactions that may exist between the activities conducted under the programme and the Community’s efforts in this area.
