The Second multi-annual scientific support plan for a sustainable development policy - extended over the period 2001-2005 - is clearly linked, as appears from the title, to the first multi-annual scientific support plan, which ended in 2001.
The SPSD II maintains the general objectives of SPSD I, namely :
- to clarify the utmost complex problematic of sustainable development;
- to collect and interpret the scientific basic information, which can give direction to the preparation of a sustainable development policy and its execution;
- to formulate proposals and to elaborate instruments in order to set up, evaluate and direct a sustainable development policy.
This plan is mainly composed of two complementary parts :
- one part "Sustainable production and consumption patterns"
- one part "Global change, ecosystems and biodiversity"
Next to the two thematic parts and the Mixed actions, SPSD II is completed by the transversal part "Supporting actions". In order to integrate the results of the programmes "Sustainable production and consumption patterns" and "Global change, ecosystems and biodiversity", either mutually or with other research results, in a better way and to make these results more accessible, the "Supporting actions" have been foreseen as a horizontal initiative. This initiative is in line with the SPSD I.
These actions must respond to the increased need for the collection of information, the integration of research and its results as well as the need for communication of sustainable development related information between various actors concerned.
The "Supporting actions" are translated into :
- the consolidation of information systems and databases;
- the development of research on the role of science for sustainable development (e.g. about precautionary principle, scientific communication...);
- interfaces between science, policy and society such as the setting up and the strengthening of thematic platforms (indicators, biodiversity).
