The objective of the programme is to conduct research in the field of public economics, focusing on three types of financial flow generated by public authorities: the fiscal system, social security, and health economics. This research must produce results of operational importance for public authorities, contributing to the preparation of policy decisions
Each of the three target areas is structured horizontally and includes: a resource centre for data acquisition, the development of econometric models, and analyses of contexts and political priorities. The resource centre and model-building projects will span four years, the political and context analyses will take about two years. The resource centres will be organised like those developed under the "Social Sciences" programme.
The research themes are:
The fiscal system (FI):
- effectiveness and efficiency of tax administration;
- systems of ordinary and special taxation, functioning of the employment market in Belgium;
- development of software for simulating and assessing direct and indirect taxation policies;
- tax incentives, corporate financial structures, and public finance;
- effects of tax measures on individual behaviour.
Social security (SS):
- care for elderly persons in chronic need;
- retirement schemes and standards of living among the elderly;
- the family dimension in social security;
- non-use of social security;
- financial harmonisation of social security;
- effectiveness of social security: individualisation and family-based modulation of financial flows;
- analysis of the links between social security, salaries, and employment at the international and sectorial levels;
- assessment of policies for resorbing long-term unemployment;
- harmonising the loss of income from employment for wage-earners;
Health economics (ES):
- absenteeism due to illness and the recognition of disablement;
- Technology Assessment and the introduction of new medical technologies;
- analysis of medical costs according to the current nomenclature of medical interventions; reimbursements;
- development of integrated financing models for hospitals;
- prospective financing of Belgian hospitals.
