Objectives:

Context

Whereas major strides have been taken over recent years towards improving working conditions, complaints and the costs engendered by work-related illnesses, absenteeism, mistakes and accidents remain higher within certain spheres in most European Union member states.

Questions need to be asked about the evolving nature of work, the context in which it is performed, its environmental and organisational conditions as well as the materials handled in the workplace in order to determine relevant causes.

All too often, the worker is still singled out as having sole liability for the consequences of his or her actions at work. More often than not, however, the individual only exists at work within a collective that is structured by rules and characterised by actions, language and interactions. He or she therefore has to compromise with shared practices in a set environment. The collective presupposes a culture that conveys and transmits itself through communication and information exchange. If this communication is lacking, the collective will be deficient, and the system will become weak and a risk factor.

Moreover, the individual at work belongs to an open system subjected to the political, economic and technical influences of a particular era.

As a result, working conditions pose permanent challenges to public policies, social actors as well as prevention and workers’ protection committees, not to mention to researchers whose studies centre on one or other aspect of this complex, dynamic issue.

Objective

Based on experiences from previous programmes, the present programme will set out to deal with the following two topics within a global and sustainable perspective while taking account of social, environmental and sectoral policies, both national and European:

1. influence of biological, chemical and physical agents on workers’ health and safety.

2. study of psycho-social risks: influence of human, organisational, social and technical contexts on physical and mental health, including musculoskeletal disorders.

Description:

The project will study new environmental risk factors and human reliability in ‘at risk’ work environments, with the reform framework underpinned by transposition or adaptation involving new European and international directives.

This will entail:

A. preparing an inventory on the issue of new risks associated with exposure to toxicological and psycho-social factors at both the national and European levels.

These studies will be designed to encourage new diagnostic, preventive and curative approaches while taking account of their feasibility and adaptability in sectoral, organisational and human terms. They also set out to contribute to enhancing researchers’ scientific expertise and provide them with opportunities for collaboration within national and international networks of excellence.

B. broadening the knowledge required for the development and updating of existing databases relating to biological, chemical, physical and psycho-social risks.

Although new information systems will be envisaged, deficiencies that need to be rectified as regards the target audience and the nature of the system and/or its contents will be demonstrated beforehand.

C. highlighting new correlations between physical risk factors and/or mental risk factors in specific environments.

D. studying genetic susceptibility to work-related illness, including the ethics of the practice in the working environment.

E. studying work-related cancers and other aggravating symptomatologies from an epidemiological and preventive viewpoint.

F. investigating fresh avenues for assessing work-related risks.

Developments & Applications:

  • www.woccq.be: Information site devoted to psychosocial risk diagnosis methods in Belgium within the framework of the project involving psychometric fine-tuning of the WOCCQ (working conditions and control questionnaire) through an assessment of its interventional potential. This site contains a range of information that will allow the tool and its potentialities to be pinpointed: 1. national legislative framework responsible for the auditing of psychosocial risks; 2. presentation of the questionnaire; 3. accompanying methods; 4. demonstrations; 5. useful publications and links.
  • www.genetic-testing-and-work.be: The site was designed to present to as many people as possible sufficient, well-founded and comprehensible information on the potential role of knowledge of genetic susceptibility in the protection of health at the workplace.
  • REGETOX 2000: REGETOX 2000 is an IT network bringing together assorted university partners in professional medicine, industrial toxicology and molecular biology as well as manufacturers. The network comprises: 1. a multimedia database of toxicology in companies; 2. links to other toxicology databases on the Internet; 3. global action to assess chemical risk. This action, which structurally has four levels of complexity, is aimed at prevention advisors (internal advisors and company medical officers) as well as other company actors (management level, staff).
  • SOBANE: SOBANE is an occupational risks screening system which enables the whole workforce to participate in the screening and elimination of health and safety risks. SOBANE is an acronym of Screening, OBservation, ANalysis and Expertise, the four steps in the risk screening and elimination strategy which - allows everyone to participate (workers, managers, prevention advisors, outside experts); - organises the collaboration between the workers themselves and with the management structure and internal and external prevention advisors so that the available resources and skills can be used more efficiently; - takes an overall view of all the problems so that dealing with one risk will not aggravate another; - instils a risk prevention culture in all companies, including SMEs.
