This programme has two objectives:
- firstly, to bring the national scientific and cultural institutions into closer association with the scientific research potential through a specific assignment mainly directed towards provision of scientific services defined in a sufficiently precise manner and, to this effect, to make additional human and material resources available to them;
- secondly, to promote cooperation in the conventional fields of activity of universities by stimulating collaboration between different universities along the same lines as in education in these fields, with each team taking its speciality into greater depth as a complement to the activities of the other teams.
To achieve this, the programme aims to concentrate human and material means in a particular discipline, in which each team preserves its identity yet the whole has a sufficient dimension to show up at international and European level.
The service centres and basic research networks are financed from the science policy budget. Each service centre and research network will include the research laboratories of at least two universities and a minimum of one scientific institution.
A specific assignment is allotted to each team, whilst the scientific service assignment is essentially carried out by the scientific institution(s).
