The research is intended to underpin the activities of various federal public agencies. It consequently does not target the specific areas of responsibility of any given ministry, but rather the crucial societal issues which only a comprehensive policy can address. A multi-disciplinary approach will be taken to these issues in order to produce results exploitable in policy-making.
The objective may be achieved by self-constituted multi-disciplinary teams or through close co-operation between different teams, each working from its own specific perspective, including teams from different research centres. In both cases, the work must be internally consistent and the findings laid down in a single final report containing recommendations as to decisions to be made.
The programme supplements the "Federal Social and Economic Data Bases" programme, approved by the Cabinet on 17 December 1993, which aims to improve the quality of data collection in Belgium by evaluating the internal consistency of the results obtained and comparing them with data from other sources. The present programme will produce detailed analyses leading to recommendations exploitable in the decision process.
The main societal problems facing this country are not peculiar to Belgium. The approach proposed in this programme is broadly aligned with the objectives set for the European Union's Fourth Framework Programme of Research and Technological Development, particularly as regards the acquisition of targeted social and economic expertise on the dominant patterns of development to facilitate the decision process. Comparing the results of Belgian research with those of other countries may afford clearer insight into their policy implications.
Since Belgium's institutional reforms, the federal State's responsibilities have been largely re-focused on setting the general rules and regulations that govern the nation's economic life, social welfare, and the exercise of individual and collective rights. If the State is to discharge its responsibilities effectively and meet the social and technological changes foreseeable between now and the turn of the century, it must be able to rely on a pool of proven scientific expertise concerning the main problems facing society today.
This Forward Social and Economic Research Programme aims to address several issues that public authorities must face.
Foremost among these is developing a new policy for preserving or strengthening social cohesion.
The federal State needs clear insight into the dominant patterns of social and economic change if it is to discharge its responsibilities correctly. For this reason the core objective is to supplement the existing input of scientific expertise into medium- and long-term policy-making with a four-year work programme involving multi-disciplinary teams or networks.
This programme falls entirely within federal State competence.
The research must produce results exploitable in decision-making. It will focus on making effective use of the federal authority's existing policy instruments and on adapting State structures to the challenges of the 21st century. In both cases, it is essential that the research should help clarify the social consequences of the policy choices made.
