The Social Research programme builds on the foundations of earlier national efforts on similar themes: the National Research Programme for Social Sciences (1975-1978 and 1978-1981), Belgium's participation in the European FAST Programme (Forecasting and Assessment in the field of Science and Technology) from 1983 to 1987, and national research efforts in support of FAST between 1984 and 1987.
The programme has four objectives:
- to develop instruments for social science research;
- to provide information to political, economic and social circles;
- to consolidate researchers' expertise and training;
- to ensure the optimum application of the research results.
The programme is structured around two strands of action - resource centres and thematic sub-programmes.
The resource centres are centres set up for a series of specific fields. Their function is as follows:
- to gather, collate and process raw data (statistics, case-studies, surveys, etc.);
- to provide access to documentation and information sources (databanks, bibliographies, etc.);
- development and dissemination of methodological instruments.
The resource centres exist to serve the research world and the government. They are governed by an interuniversity steering group made up of researchers. People with official responsibility for gathering statistics and researchers attached to institutions under direct government control can also be members of the group.
There are ten resource centres in all:

V. income distribution, social security and poverty;
VI. migrants;
VII. women's studies;
VIII. social and political system;
IX. political opinion research;
X. crime, the administrative police and the process of criminal law.
