The "Transportation and mobility" incentive programme is designed to improve the scientific basis of our knowledge about transportation and encourage the progressive use of the know-how thus developed for resolving transport policy problems.
The programme is designed according to an integrated approach of problems linked to transportation and mobility, i.e.:
- a multimodal approach : complementarity and integration of the various modes of surface transportation (road, rail, waterways);
- a multi-criteria approach: taking socio-demographic, economic, technological, environmental, safety and other factors into account.
The programme aims for a maximum co-ordination over time and space between the various forms of public-private, individual-collective transportation and for their effective use, taking their environmental consequences into account.
This notably involves contributing to the solution of the growing problem of traffic saturation, in particular in major urban centres, by developing management models and simulating phenomena of traffic and mobility of persons and goods.
A complementary objective is the establishment of a platform for a more effective presence in the European research programmes (EURET, DRIVE2: Advanced Road Transportation Telematics, COST, EUREKA, etc).
The programme has 4 strands:
- logistical information system: inventory and evaluation of the existing statistical information and implementation of a relevant, coherent and accessible system of information exchange;
- modelling: development of a multimodal interregional model (MIM) and urban traffic models which capitalise on knowledge acquired elsewhere;
- forecasts: drafting of medium- and long-term development scenarios relating to spatial shifts, the impact of new technologies, and town and country planning;
- tools for assessing transport policies: development of decision-making assistance tools for evaluating investments, tax and rate policies, taking the social and environmental costs into account.
Within the framework of the programme, operational units are set up within the public administrations concerned by the objectives of the research which will participate in concretely implementing the programme together with the research teams.
