| Description nl | Publieke huisvestingssystemen staan onder druk door het beperkte aanbod, een afkalvende sociale cohesie, de privatisering van de bouw van nieuwe publieke woningen en een verschuiving naar doelgroepen met een gemiddeld inkomen. In antwoord op de voortdurende wooncrisis en het verval van publieke huisvestingssystemen zetten het middenveld, woonactivisten en –bewegingen nieuwe wooninitiatieven op. In dit project willen we nagaan hoe het recht op wonen gegarandeerd is of opgeëist wordt in zowel de bottom-up initiatieven als in de nieuwe strategieën die door de publieke huisvestingssector ontplooid worden. In achtergestelde of lage-inkomensbuurten komt de wooncrisis het sterkst tot uiting in zijn ruimtelijke dimensies, zoals een ondermaatse woningkwaliteit, een tekort aan betaalbare woningen en processen van sociale verdringing en gentrificatie. Op persoonlijk vlak leiden slechte en onzekere woonsituaties tot residentiele vervreemding. Door het landschap aan betaalbare woonoplossingen in kaart te brengen en via diepte-interviews met bewoners van bottom-up initiatieven en publieke projecten in twee stedelijke buurten in Brussel en Antwerpen, willen we bijdragen aan een nieuwe begrip van het recht op huisvesting. Door onze conceptie van het recht op wonen te herdenken vanuit een persoonlijk en buurtperspectief, dragen we bij aan een beter begrip van de legitimiteit van betaalbare woonoplossingen, of het nu gaat om publieke dan wel bottom-up initiatieven of combinaties van beiden.

| Description en | Public housing systems are under pressure due to the limited offer, declining social cohesion and increasing shifts towards private provision and middle-income target groups. In response to a permanent housing crisis and declining public housing systems, civil society, activist groups and housing movements are setting up new housing initiatives. We are interested to understand how the right to housing is guaranteed or reclaimed in the new bottom-up initiatives and in the public housing strategies that aim to provide affordable housing solutions. In deprived or low-income neighborhoods the spatial expression of the housing crisis becomes apparent in substandard housing conditions, affordable housing shortage and processes of social exclusion and gentrification. On the personal level, poor and insecure housing conditions produce residential alienation. Based on a mapping of affordable housing solutions and in-depth interviews with residents of these new initiatives and public housing projects in two neighborhoods in Brussels and Antwerp, we aim to contribute to a new theoretical understanding of the right to housing. By reconceptualizing the right to housing from a personal and neighborhood perspective, we contribute to a better understanding of the legitimacy of affordable housing solutions, whether they are public or bottom-up initiatives or combinations of both.
