Projects
Axis 4: Federal public strategies

The federal government deploys it competencies by means of public policies that organise and/or regulate the life of its citizens and its own functioning.

We have in mind public policies applied by the federal public services such as Foreign Affairs, the Interior, the Economy, Public Health & Environment, Social Security, Defence, Employment, and Justice… like in any modern state, the organization and monitoring of these policies relies on scientific results among other input. This thematic area aims to finance the activities and support of the competencies of the Federal Authorities, from a perspective that is historical, contemporary and prospective. Priority will be given to issues that touch upon multiple areas of federal competency and which offer a coherent and complementary framework for the research conducted by the departments in order to minimize the fragmentation of the research.

The topics of research will be based on the strategic orientations of Belgian policy.

      The radicalisation machine:
      Why “radicalisation” is a problematic concept

      The term “radicalisation” is a fairly recent addition to the political vocabulary. It appeared for the first time in a policy document in 2004, when it became clear that, contrary to earlier Islam-inspired attacks, the perpetrators in the Madrid bombings were “home-grown terrorists.” Since then an impressive number of de- and counter-radicalisation policies have been devised, aimed at local Muslim communities. This is remarkable, if not only because the concept itself is highly contested in research and little empirical evidence exists. In the dominant use in media and policy and in the current research state of the art, “radicalisation” is characterised by terminological impurity, a lack of comparison with other and historical forms of extremism, a one-dimensional, teleological understanding of the process and an over-emphasis of individual, psychological and religious factors, obscuring the role of social environments and the responsibility of broader society and of the state. It is in this problematic context that de- and counter-radicalisation policies and programmes are launched with self-evidence. In that same context researchers as well as local organisations are forced to subscribe to project calls echoing the dominant but problematic take on “radicalisation”. This conference has as objective to discuss the problematic nature of the concept itself as well as the effects such a superficial or misguided understanding of “radicalisation” can have on local, often stigmatised and controlled communities. The BELSPO-funded CONRAD research team kindly invites you to this one-day seminar of reflection and discussion, involving both researchers and practitioners working on a daily basis with vulnerable groups.

      De integratie van migranten, oude en nieuwe, in onze economie en maatschappij blijft een heel belangrijke uitdaging. Het IMMILAB-project, dat loopt sinds 2017, heeft gekeken waar de barrières liggen en wat er kan gedaan worden.
      Het project, gefinancierd door BELSPO onder het BRAIN programma, bracht drie ervaren onderzoeksteams samen die over de voorbije 5 jaar een rijkdom aan nieuwe inzichten hebben verzameld. De onderzoeksgroep IMMILAB nodigt u graag uit voor de slotconferentie van het project waar we onze onderzoeksresultaten zullen delen.       A Strategy for Flexible geospatial Public e-Services
      La digitalisation et les nouvelles technologies font désormais partie intégrante de notre société. Le secteur public, lui aussi, continuera sur la voie de la digitalisation dans les années à venir, et sera confronté à de nouveaux défis technologiques et à l'évolution correspondante des attentes des citoyens et des entreprises.
      Au cours des quatre dernières années, la KU Leuven, l'UNamur et l'Institut Géographique National ont, grâce à la contribution et à la coopération de dizaines de répondants, élaboré une Stratégie pour des e-services géographiques publics flexibles. La Stratégie se concentre sur le niveau fédéral, mais  vise aussi une coopération renforcée avec les autres administrations publiques belges.
      Cette Stratégie sera présentée au grand public lors du webinaire des « États généraux ». Plusieurs intervenants issus du secteur public et du monde universitaire apporteront leur éclairage sur la Stratégie.
      Ce webinaire des « États généraux » vous donne la possibilité d'être informé sur la Stratégie et de discuter avec les chercheurs et les décideurs politiques actuels de la manière dont la Stratégie peut être mise en œuvre en pratique.

      A Strategy for Flexible geospatial Public e-Services
      Digitalisering en nieuwe technologieën zijn niet meer weg te denken uit onze maatschappij. Ook de publieke sector zal in de komende jaren verder gaan op het pad van de digitalisering, en geconfronteerd worden met nieuwe technologische uitdagingen en de bijhorende wijzigende verwachtingen van burgers en bedrijven.
      In de afgelopen vier jaar hebben de KU Leuven, de UNamur en het Nationaal Geografisch Instituut dankzij de input en medewerking van tientallen respondenten, een Strategie voor Flexibele Publieke e-Dienstverlening met een Ruimtelijk Karakter uitgewerkt. De Strategie focust op het federale niveau, en werkt aan een versterkte samenwerking met de andere Belgische publieke administraties.
      Deze Strategie zal tijdens de Staten-Generaal Webinar voorgesteld worden aan het brede publiek. Verschillende sprekers met een achtergrond in publieke sector en de academische sector zullen hun licht laten schijnen op de Strategie.
      Deze Staten-Generaal Webinar biedt u de mogelijk om geïnformeerd te worden over de Strategie, en met zowel de onderzoekers als de huidige beleidsmakers te bespreken hoe deze Strategie in de praktijk kan worden geïmplementeerd.

      Care, Retirement & Wellbeing of Older People Across Different Welfare Regimes

      In the context of population ageing, understanding how different approaches to welfare can protect the health and well-being of older adults is an important priority and challenge. Our seminar aims to provide a forum to explore perspectives regarding the “welfare models,” their changes, and their consequences for health and well-being at older ages.
      The seminar will summarise the key findings of the JPI-MYBL-funded project. It will also present recent research on the effect of the COVID-19 pandemic on the health and well-being of older people.
      We hope to provide inputs for policy-makers, care providers, and advocates for older adults on potential ways of meeting needs in the context of demographic pressures, socio-economic changes, and exceptional circumstances, such as the recent pandemic.
