Project description
Amid a concern to resolve the problem of mobility for companies with over 100 staff, the draft mobility law and draft Royal Decree on the collection of journey data are expecting companies to supply detailed estimates of staff journeys between home and the workplace. These data will be transmitted to the Mobility-Management Unit, which is responsible for their integration within a databank.
Development to be implemented by the scientific team
The role of the scientific team will be to:
- define the methodology to be followed with a view to the introduction of a databank;
- support the Mobility-Management Unit as it prepares the various documents necessary for the collection of data from the point of view of facilitating this collection inside the companies concerned.
During the second half of 2000 (assuming that the scientific team is appointed and able to find the necessary time), the team will have collaborated on the preparation of collection documents (questionnaire for companies with over 100 staff).
From December 2001/January 2002 to September 2002, the team, in close collaboration with officials from the Mobility-Management Unit, will set about the job of preparing documents for the company survey within the framework of the database to be developed, for which it will be proposing an analysis methodology.
The survey will be launched in September 2002 and is due to end the following October. The months of November and December will be given over to an examination of the data and to putting the database in place, with technical support from the Ministry’s IT specialists. By the end of March 2003, the team should be ready to present the database’s initial diagnostics. Upon completion of its work, the team will attend to the transfer of the acquired know-how to officials in charge of the unit since these officials will be responsible in future for producing mobility diagnostics and completing later sections of the survey.
End product expected from the scientific team
- report on diagnostics methodology, with proposals involving the survey questionnaire;
- scientific support during the diagnostics completion stage: hierarchical classification of the various formulas with a view to data collection;
- introduction of a databank as well as advice in support of acquiring know-how to allow the Unit to work more independently later on.
Valorisation of the result
a) Procedure for integration within the Institution’s own workings
On the basis of primary information on staff journeys:
- statistical release of the listing of various journeys;
- pooling of information for the transport companies involved;
- advice for companies as they draw up their mobility-management plans;
- making the databank available to assorted interested sectors: official, semi-official, scientific...;
- enabling justification for any decisions taken relative to financial incentives envisaged by the responsible federal and regional authorities.
b) Valorisation for scientific circles and the general public
- for scientific circles, allowing the release of items liable to be the subject of more detailed studies ...;
- for the general public, namely the staff of the companies involved, actual benefiting from alternatives to their current mobility.
